how do I use fusable backing

All, have shirts that need to be adhered to back before embroidery. The fabric is a slippery poly and is moving around / stretching during embroidery. I don't want to use adhesive spray, if I can get away with it. I do have a fusible mesh I purchased from Lebow consulting but can't figure how it should be fused? Has anyone used a product like this prior to hooping? I can't fit the iron inside the hoop area and not sure if I should fuse it prior to hooping.

Any suggestions?

Yes, you fuse it to the shirt BEFORE hooping!
