ISO Blank name patches for police uniforms

After numerous phone calls, I have yet to find the blank name patches that I need. I need 1&1/8" X 5&3/8" blank name patches. Black Twill with black merrow edge, square corners.
Does anyone have a source for these?

I have bought blank patches from Allstitch.com.
They do not have the size you need, but they have
blank patch material that I use to make my own
