DS 9 Pro+ Tie in/out

I called up a design in v9 that was created in v7. It will not allow me to change the tie in/tie off settings. It sets them both on after I turn them off regardless whether I click apply or OK. Is this a bug or am I missing something?

I saved the file in DS9 and then reopened it and it is OK! I had opened and closed it several times without saving it without success. I also restarted DS9 a couple of times. the only thing that worked was to save the file and then reopen it.
