When reducing or enlarging fonts. Is there a rule of thumb how much you can change the font size without adjusting other "things".
What other "things" do you have to adjust if you
    exceede these limits?

It really depends on the font. If you are using Melco fonts, there is a PDF file in DesignShop that tells you the minimum and maximum sizes to use. As far as TTF fonts go, I tell all my customers that the minimum size is 0.25" for all fonts if they want it legible. This also depends on the material you are sewing on as well as the font being used. Ever try 1/4" font on a fleece jacket, it's too small and not legible. A fancy font may need to be .5" or taller to see the detail in it. There are a lot of variables when it comes to fonts.
