I have a very large but open density design to apply to velvet. Should I digitize a back fill layer in the same color as the velvet before the actual design to compensate for the nap of the fabric. I don't feel safe using Solvy on top - it might stick to the nap.

Embroidery on velvet

We embroider on velvet a lot. As Judy suggests, first, will this be washed? We usually lay in a layer of Solvy, followed by a very low-density (60) fill running in the opposite direction as the final fill. This keeps the Solvy in place and provides a bit of pull compensation. Our final fill is usually 4-5 in density. What do you mean by "open density?" Most of what we embroider will be dry cleaned, even when we use a washable velvet, because our designs are quite elaborate and extensive.
