wind breaker with nylon inner lining NO CLUE?!?!

i am about to start stitching a windbreaker type jacket that has a nylon or almost fine velvet style interior lining. I do not want the outer layer (the windbreaker type material to pucker away from the under layer) does anyone have any suggestions for a backing/topping method to remedy this dilemma.
