hooping belts

Greetings again,
Anyone have an idea for hooping or what hoop to use for hooping a "belt-like" item? I was thinking of using the fast frame? The item is approx 3 - 4" wide and 20" long and I am stitching only text.

I'd use my HoopTech clamps for this.
