What are the tips and tricks for hooping and aligning a design over a pocket?

If you are using the Hoopmaster, they sell a clear plastic circle/grid that is marked that fits inside the hoop. The device is worth every penny I paid for it. It assures perfect alignment every time.

aligned centers left to right; position bottom of design 1/4-1/2" above top of pocket.
And yes, the Hoopmaster tool is a wonderful help in aligning over a pocket!!

This may not be the most efficient method, but I pen an "X" on a piece of tape. I measure the distance from the center of the design to the bottom in DS. Place the tape centered left to right, and add 1/4-1/2" to your DS measurement. You can then use your laser to place the design.

As for hooping, I use a point on each side of my hoop to ensure the pocket stays level. I've not been able to achieve great consistency with the hooping aids.
