Settings not saving permanently in V9

I have tried many times to get the settings to save permanently by using that function but mine just don't work. I have also tried saving them permanently using the blank project that opens when DS9 starts up. The only way I can get settings to recall is to just use the middle icon that then allows recall of that setting by using the right icon. I am now having to store settings again and again using the center icon which takes up a lot of time. Any new graphic I start to digitize has the defaults back to the factory defaults.

Any advice appreciated.
